Chapter 18TUITION AID PROGRAMIn accordance with a policy adopted by the Corporation on June 2, 1979, and subsequent amendments, Brown University provides tuition remission at Brown and grants to attend other institutions for undergraduate, prebacalaureate study for each natural or legally adopted child of an eligible faculty or staff member. Stepchildren who have not been legally adopted are not eligible for the benefit. Definition of eligibility: Eligible academic faculty must be full time and active, except for those who retain TAP privileges after retirement, death or permanent disability. Eligible academic faculty must hold the rank of professor, associate professor, assistant professor, instructor or lecturer, or be designated Medical Science or (Research). Clinical Voluntary, Clinician Educator, Postdoctoral Fellows and Visiting/Adjunct faculty are not eligible. TAP provides, for children, tuition remission at Brown or grants to attend other institutions. It is for undergraduate study only, full-time except in extraordinary circumstances, for a total of four normal academic years. A normal academic year is two semesters, three semesters or three-quarters. TAP may be used for postsecondary education while a student is not eligible to participate in a college program; this will reduce the benefit available for undergraduate study. Summer course enrollment qualifies for the benefit and is counted as a prorated part of the total number of terms for which a student is eligible; that is, the amount paid for summer courses will be subtracted from the amount available for fourth-year expenses. TAP does not cover discretionary or nonacademic fees such as room, board, health services, health insurance, registration, student union and student activities. TAP is not based on the total amount of aid for which a student is eligible, will not pay the tuition for retaking a failed course, may not exceed the tuition charges and general fees of the institution attended and cannot exceed the total benefit amount for which a parent is eligible. If a parent is eligible in more than one category, the parent may choose the larger entitlement. If an eligible faculty or staff member leaves Brown (except for retirement or disability) while a son or daughter is enrolled as a student, the student shall be allowed to complete the semester, trimester or quarter. A child enrolled in TAP may continue in TAP up to the full entitlement if the parent retires, dies or becomes permanently disabled. Conditions: The student must be enrolled full-time at an institution eligible for federal Title IV grants. The Assistant Vice President, Human Resources, will determine the eligibility of foreign institutions. The student must make normal progress and maintain a satisfactory record, academic and otherwise, as defined by the institution attended. Responsibilities of parent and student: The parent must submit an annual application along with a copy of the tuition bill. Application forms are available on the BioMed Faculty Affairs website here. The parent must send itemized bills promptly for each semester, trimester or quarter to the BioMed Faculty Affairs Office, prior to the end of each term. Benefits will be paid only if the itemized tuition bill is received before the end of the applicable term. The parent must pay the tuition and fees in advance when required by the institution, and secure a refund if the advance payment creates a credit balance on the student’s account. The parent must pay late fees and/or interest, and all discretionary, nonacademic fees. The student is responsible for informing BioMed Faculty Affairs of unsatisfactory performance and providing academic transcripts on request. The student and parent are responsible for notifying BioMed Faculty Affairs if the student withdraws from college or fails to return during the academic year for which the TAP application has been approved. If withdrawal results in a refund to the student, the parent and/or student shall reimburse Brown for its prorated share of the refund. Taxes: Exempt staff and faculty earning $50,000 or more per year, hospital-based faculty will be taxed for tuition received through TAP. Brown enforces all IRS tax regulations. Administration: TAP payments for credit toward tuition are made in installments directly to the institution attended, and not to individuals. Brown normally will pay the bills if an initial or renewal application has been submitted and approved along with the tuition bill. TAP is under the direction and general supervision of BioMed Faculty Affairs, who is responsible for its implementation and interpretation in accordance with the policies of the Brown Corporation. The University reserves administration of the program and can answer questions about it (Box G-A305, 863-1672). |
